Mr. M. Abul Kalam Mazumdar FCMA was the President of the Institute of Cost and Management Accountants of Bangladesh in 2000. He did MBA from Institute of Business Administration, Dhaka University and is a Certified Management Consultant (CMC) from Council of Management Consultants, Australia. He earned a diploma with distinction on Managerial Control and Management Information Systems from Netherlands.

Mr. Mazumdar is Executive Vice President & Director of Anlima Yarn Dyeing Ltd. a public limited company listed in both the stock exchanges of the country. He is also practicing as Cost Auditor and Management Consultant since 2003. Previously he served in Beximco Group, Ministry of Finance and Bangladesh Jute Mills Corporation in various capacities.

Mr. Mazumdar was President of the Institute of Cost of Management Accountants of Bangladesh in 2000, Vice President for the years 1996 and 1997, Secretary for the years 1994 and 1995 and Treasurer for the year 1993. After qualifying as Cost and Management Accountant in 1984 Mr. Mazumdar played active role for formation of Dhaka regional council of the Institute, ‘Dhaka Branch Council’ (DBC). He was the Chairman, Secretary and Treasurer of the Dhaka Branch Council (DBC) during the years 1989, 1987 and 1986 respectively. He contributed for the Institute's journal, The Cost and Management, as Editor and Associate Editor for more than a decade. He is the author of a number of local and international seminar, conference and research papers and he has some international publications to his credit. He is a member of SAFA Committee for Improvement in Transparency, Accountability and Governance.

 Arif Khan FCMA PP


Mr. Arif Khan FCMA was was the President of the ICMAB for the year 2016 and was Vice President of ICMAB for two terms. He served the Institute as Secretary and Treasurer in different terms. He is working as CEO and Managing Director of IDLC Finance Ltd. Mr. Khan also served as Commissioner of Bangladesh Securities & Exchange Commission (BSEC). Before joining the regulatory body, he served several national and multinational companies in different capacity. He was in charge of significant reforms initiatives of BSEC in the last four and a half years. He was also a member of the “Core Committee” of Bangladesh Bank for developing guidelines for “Domestic Factoring Operation in Bangladesh” and “Asset-Liability Management of NBFIs”. He was the first elected President of Bangladesh Merchant Bankers' Association (BMBA).

Mr. Khan works as guest faculty in different educational and professional institutions including ICMAB, BIBM, Department of Finance and IBA of Dhaka University.

Besides his Masters in Finance from Dhaka University, he also obtain MBA designation from the Institute of Business Administration (IBA) of same University. Mr. Khan is a Charter holder of CFA Institute, U.S.A.



Mr. Jamal Ahmed Choudhury FCMA is working as Executive Director, Finance and Accounts in Beximco Pharmaceuticals Limited. He has wealth of experience as a professional accountant in national and multinational companies. Mr. Choudhury takes keen interest in education and research. He has been a part-time faculty in several public and private universities for over a decade. He has to his credit, a good number of publications in national and international journals. He is a frequent contributor to the national dailies and writes on business, economy and finance related issues. He was the Chairman (2005) of Dhaka Branch Council and Member of the National Council (2010-2013). He served the Institute as Secretary and Vice President in 2014 and 2015 respectively.

He obtained his post-graduation in Accounting from the University of Dhaka and MBA from IBA.

md. abdur rahman khan SECRETARY

Mr. Md. Abdur Rahman Khan FCMA is currently working as Deputy Secretary in Finance Division of the Ministry of Finance of the Government of the People’s Republic of Bangladesh. Before this, he worked in income tax administration for about 22 years in home and abroad. He started his taxation career in 1994 as an Assistant Commissioner of tax and later on worked as Deputy Commissioner, Joint Commissioner and Additional commissioner of Taxes. As Additional Commissioner of Taxes, he worked as First Secretary (Tax Policy) in the National Board of Revenue (NBR) and had been involved in formulation of Finance Act 2014 and Finance Act 2015. Mr. Khan worked as an International Adviser of the United Nations and as a consultant of the World Bank during 2004-2011 periods.

He has written a good number of articles on taxation in reputed professional journals and presented number of papers in national and international seminars and workshops. Mr. Khan has strong passion for teaching and is currently working as a part time faculty of Dhaka University and BCS Taxation Academy. He also worked as a part time faculty in North South University, Jahangir Nagar University, University of Development Alternative, Institute of Cost and Management Accountants of Bangladesh (ICMAB), Financial Management Academy (FIMA) and Bangladesh Public Administration Training Institute (BPTAC) etc.

After obtaining post graduation degree in Accounting from University of Chittagong Mr. Khan obtained his second masters in Government Financial Management from University of Ulster, of the United Kingdom and several high level training in the areas of tax policy and administration from overseas.

Previously, he served ICMAB as Treasurer and Secretary in 2014 and 2015 respectively. Mr. Khan is the Board Member of CAPA’s Public Sector Financial Management Committee for the term 2016-2019.

He is actively involved with different socio-cultural organizations including Asiatic Society of Bangladesh (Member), Officers Club, Dhaka (Member), and Shahid Beer Muktijoddha Enayet Smrity Shangho (Founder President).

Prof. Dr. Swapan Kumar Bala, FCMA has currently been working as the Commissioner of Bangladesh Securities & Exchange Commission (BSEC). Earlier he served Dhaka Stock Exchange Ltd. (DSE) as Managing Director. Under his management leadership, DSE has been demutualized in November 2013. He began his teaching career at Dhaka University as a Lecturer of Accounting in 1991 and became Professor in 2011. He is an IFRS professional from ICAEW (UK). He obtained his B.Com. with Honours (1986) and M.Com. (1987) in Accounting from the Department of Accounting & Information Systems, University of Dhaka. He obtained ‘Certificate of Achievement on BIDS Advanced Course on Economics and Quantitative Techniques’, a Master of Philosophy (M.Phil.) equivalent program from Bangladesh Institute of Development Studies (BIDS). He did his Ph.D. on Value Added Taxation from Dhaka University.

Dr. Bala is the present Chairman, SAFA Committee on NPOs and Cooperative Sector. He was the Chairman, Journal Committee, ICMAB and Editor of The Cost and Management, the journal of the ICMAB (March 2012 to February 2013). He was also the Chairman of Dhaka Branch Council of ICMAB (2008).

Dr. Bala is an Associate Member of Virtual Institute, UNCTAD and a life member of the Asiatic Society of Bangladesh. He has extensive Training of Trainers experience including South Asia Regional Corporate Governance Board Leadership Training of Trainers (ToT) Program for the Banking Sector (June 2011) and Advanced Corporate Governance Board Leadership Training of Trainers Program (February 2012) organized by Global Corporate Governance Forum (GCGF) of International Finance Corporation (IFC). Dr. Bala also rendered professional services to Bangladesh Bank, National Board of Revenue (NBR), ICB Securities Trading Company Ltd. (ISTCL) and Bangladesh Institute of Capital Market (BICM). To his credit, he has 65 research articles, 9 research monographs, 8 books, 1 study manual, 39 seminar papers and 9 entries in Banglapedia.
